yes and no, it kinda depend on the program. But for most popular programs it should be able to do it.
I haven't tried it extensively in windows, but in mac os x, it works for Safari (a browser) but not 'firefox 2' for increasing/decreasing size
another great feature is you can highlight text and then press the 'search' button just above the scroll wheel, and it will search e.g. google (need to set which to find). But it's a bit inconvenient to click it.
These two feature is why i decided to get this mouse. Hehe
i just find them out on the net. I was looking for a mouse for my macbook pro, so i was looking for a mac mouse and my choice is either the Apple Mighty Mouse or Logitech. I opted for the Logitech and decided between the VX revolution or the MX revolution.

wow... lawa eh.. and whats that 'zoom' thingy for??? how much? where did u get it?
the zoom thing is for zoom with certain application. E.g. in Preview (app in mac) it zooms in and out... (duh? >.>)
As for how much it was about $100 USD and I ordered online from frys.com
soo.. if pakai windows... kan zoom pictures... bleh directly pakai d mouse saja without clicking 'view'.. yada yada yada.....
